NORTH COUNTY -- "Accountability" may be the new buzzword in public education, but getting rid of poor-performing teachers continues to be a challenge for school districts, officials say.
"Once a teacher obtains permanent, or tenure, status, removing them from the district is really difficult," said Bill Chiment, superintendent of personnel services for the Poway Unified School District. "It's a very lengthy process."
